Abstract:



Purpose.
To develop a comprehensive effectiveness indicator for innovative personnel management mechanisms of Ukrainian enterprises in conditions of organisational entropy and digitalisation.


Methodology.
The study used the coefficient analysis method and methods such as quantitative and graphical analysis, graphical representation tools, and a comparative study of classical and innovative personnel management mechanisms.


Findings.
The work ranks personnel management mechanisms using a developed indicator that allows determining the effectiveness of enterprises in counteracting organisational entropy under the influence of digitalisation. This ranking is based on a proprietary integrated coefficient founded on a comparative analysis of traditional hiring and the EOR model, incorporating innovative staff retention mechanisms. Promising directions for research have been identified for the creation of an effective human resource management system based on the widespread introduction of digital tools.


Originality.
It has been found that there is no single indicator in global practice that would fully determine the effectiveness of enterprises in conditions of organisational entropy under the influence of digitalisation of personnel management. We propose our own integrated coefficient based on a comparative analysis of traditional hiring and the EOR model and innovative staff retention mechanisms in 2026, based on a set of indicators of time savings, risk reduction and impact on staff retention.


Practical value.
Research into aspects of the successful implementation of innovative personnel management mechanisms by leading enterprises identified through the integrated coefficient will allow their experience to be extended to other organisations. This will facilitate the creation of effective human resource management systems in the process of ensuring their own development.
