Abstract:
Мета. Дослідження має на меті визначити вплив жорсткості енергетичної політики та її окремих інструментів на розвиток і фінансування «зелених» і цифрових енергетичних стартапів.
Методика. Дослідження базується на аналізі панельних даних 47 країн за 2000–2023 роки, що охоплює 1 128 спостережень «країна-рік». Емпірична база поєднує дані Міжнародного енергетичного агентства й Індексу жорсткості енергетичної політики ОЕСР. Для оцінювання використані двосторонні моделі з фіксованими ефектами та стандартними похибками Дрісколла–Крея. Аналіз охоплює агреговані й дезагреговані показники EPSI, а також динамічні специфікації з одно- та дворічними лагами. Логарифмічні перетворення застосовані для зменшення асиметрії й нульової інфляції змінних стартапів і фінансування.
Результати. Встановлено, що жорсткіше середовище енергетичної політики позитивно впливає на підприємницьку активність й інвестиції в секторах «зеленої» і цифрової енергетики. Зростання EPSI на одну одиницю пов’язане зі збільшенням кількості «зелених» стартапів на 8,5 %, а цифрових стартапів – на 11,2 %. Вплив на фінансування є сильнішим: раннє «зелене» фінансування зростає на 308 %, пізнє «зелене» фінансування — на 263 %, тоді як раннє й пізнє цифрове фінансування збільшуються відповідно на 268 і 188 %. Декомпозиційний аналіз виявив значну неоднорідність ефектів між інструментами політики. Найсильніший позитивний вплив, особливо на пізнє фінансування, мають «зелені» тарифи, аукціони відновлюваної енергетики та сертифікати відновлюваної енергетики. Динамічні оцінки підтвердили стійкість цих ефектів у часі.
Наукова новизна. Дослідження надає міжкраїнні емпіричні докази впливу агрегованих та окремих інструментів енергетичної політики на «зелені» й цифрові енергетичні стартапи. Показано, що жорсткість політики переважно впливає на інвестування й масштабування, а не лише на появу нових стартапів.
Практична значимість. Отримані результати можуть бути використані урядами, регуляторами й інноваційними агенціями для формування збалансованої політики енергетичного переходу, що підтримує інвестиції, масштабування та стале підприємництво.
